Who Qualifies for an Emergency Appointment?

The US Department of State limits emergency requests, at every consulate worldwide, to a specific set of documentable circumstances — the qualifying categories below are consistent system-wide, though the exact request process (detailed further down) varies by country. In Turkey, that’s implemented specifically by the US Mission in Turkey. The common thread across every qualifying category is that the situation must be both urgent and unforeseeable — something you couldn’t have planned around by applying earlier.

Medical Emergencies

• You need urgent medical treatment in the US that can’t reasonably wait.
• An immediate family member in the US (spouse, child, parent, or sibling) is undergoing urgent treatment or a serious medical event, and you need to be with them.
• Required evidence: an admission or treatment letter from the US medical facility confirming urgency, and documentation showing how treatment costs are being covered.

Death or Serious Illness of an Immediate Family Member

• An immediate family member in the US has died and you need to attend the funeral.
• An immediate family member in the US is facing a life-threatening medical situation.
• Required evidence: a death certificate or hospital report, plus official documentation proving your relationship to that person.

Unforeseeable, Non-Deferrable Business Travel

• Travel that, if delayed, would cause significant, concrete financial loss to a US company or a company in your home country (a Turkish company, for example), or the breakdown of a business agreement.
• Required evidence: an official letter from the company explaining specifically why the travel couldn’t be anticipated and what financial loss would result from delay.

F, M, and J Visa Applicants With an Imminent Program Start

• Your program or orientation start date is approaching and the standard appointment calendar doesn’t offer a slot in time.

ESTA-Refused Visa Waiver Program Citizens

This is a real, applicable category for citizens of one of the roughly 41 Visa Waiver Program countries whose ESTA application was refused and who need to travel urgently. It doesn’t apply to Turkish citizens directly, since Turkey isn’t part of the Visa Waiver Program and ESTA was never an option to begin with — but if your own country is on that list, this category may be the one that applies to you.

What Doesn’t Qualify

The following are explicitly not treated as emergencies, and requests based on them are turned down automatically:

• Tourist trips, vacation plans, or personal visits — including a pre-purchased plane ticket or hotel booking. The State Department specifically advises against buying tickets before your visa is approved for this reason.
• Weddings, graduations, birthdays, and similar personal or social events.
• Trade fairs, conferences, or business meetings you had advance notice of — if the event was known about far enough in advance to apply normally, waiting until the last minute to request an appointment doesn’t count as unforeseeable.

Step-by-Step: How to Request an Emergency Appointment

The request can only be submitted through your consulate’s official appointment portal — USTravelDocs, in Turkey — it can’t be initiated by emailing or visiting the consulate directly.

1. Complete your DS-160 and pay the MRV application fee.
2. Book the earliest standard appointment the system offers you, however far out that date is. This step is mandatory — the emergency request option won’t appear until a standard appointment exists.
3. Open the “Emergency Appointment Request” option from your appointment system’s account dashboard (USTravelDocs, in Turkey).
4. Write a clear, chronological explanation of your situation and upload your supporting documents (PDF or JPEG).
5. Wait for the consulate’s decision — typically 1 to 3 business days, sent by email.
6. If approved: log back in and reschedule your appointment to one of the newly available earlier dates. If denied: your original standard appointment remains valid and unaffected — you simply proceed on the date you already had.
